Max Dowman has been promoted to the England u21s, receiving his first call-up at that level for the upcoming November internationals.

England have confirmed Lee Carsley’s squad for the November international break, with Arsenal youngster Max Dowman joining two other young Gunners in the team for the first time.
Arsenal loanees Ethan Nwaneri and Tommy Setford are the other two to be called up, having also featured for the England u21s in the September-October break. Both made their u21 debuts in 2025.
But this is a promotion for Dowman, who had only played up to the u19s until now.

Carsley had said in September that it was inevitable that Dowman would ultimately receive a call-up, but that they were wary about giving it too soon.
“He’s definitely an outstanding talent. It’s inevitable that he’s going to be with the Under-21s because of his talent,” Carsley began.
“But we have to make sure we do that at the right time, that he comes away with us and plays minutes and competes with the other players that are in his position.
“Obviously me and Thomas [Tuchel] speak regularly about squad selection and you know of what potentially you might need with the 21s, so Max is always in the conversation because of his talent.”

It seems the England bosses have now decided they can’t wait any longer, and that Dowman is ready for his first involvement with the u21s.
If Dowman now features over the break, he would become the team’s youngest-ever player.
England will play a couple of friendly fixtures against Portugal on Friday, November 13th, and France on Monday, November 16th. Both are home games in Bristol, and will kick off at 19:30 GMT.
