Vinicius Junior was genuinely keen on a move to Arsenal and his camp were pleased by the Gunners’ approach, but his desire to remain with Real Madrid ultimately won out.

Real Madrid correspondent Mario Cortegana reports for The Athletic that Vinicius Junior was genuinely attracted by Arsenal’s transfer proposal this summer, with the Gunners speaking to the player and his representatives at length.
Arsenal reportedly primarily focused on football in their pitch, but they also highlighted the commercial benefits for both sides, and personal terms would not have been an issue. Vinicius was persuaded by the figures discussed in meetings with Arsenal.

When the player ultimately made the decision to stay, Vinicius and his representatives communicated that decision to Arsenal that same day, and expressed their gratitude for their treatment by the Gunners.
Vinicius’ camp made it clear they were only turning Arsenal down due to his affection for Real Madrid and the club’s financial effort to keep him.
As widely reported at the time, Real Madrid went back on their previous stance that they wouldn’t up their offer, presenting Vinicius with a new and improved bid at the pivotal moment.

Arsenal clearly made a compelling case to Vinicius, it was just always a long shot. The player wasn’t pushing to leave, he just wanted a new contract on his terms. With Real Madrid ultimately offering a compromise, it was never likely he’d reject it.
