Arsenal have reportedly agreed to sign PSG’s 17-year-old attacking midfielder, Yacine Adli, on a three-year deal with an option for a further two, according to numerous reports.
L’Equipe report that the player is expected to join Arsenal while Paris United reported similar:

The 17-year-old is signing his first professional contract and Unai Emery seems to have used his influence to get the youngster to agree to do that at Arsenal rather than Paris.

As you can see, Arsenal are not bringing the youngster to the club to stick him in the reserves.
PSG had been very hopeful of getting Adli to sign with them after he was named as their outstanding youth product of the season.
Capped at youth level with France (u16, u17, u18) with 13 goals in 33 appearances, Adli made 11 appearances in the UEFA Youth League last season, scoring one and assisting another.
